The Speed Management Guide (the Guide) introduces a national framework to help you, the Road Controlling Authorities (RCAs), make informed, accurate and consistent speed management decisions in your communities.
It recognises that speed management, implemented correctly, saves lives and increases efficiency.
The Guide places a strong emphasis on engagement, incorporating tools and examples of best practice.

Effective engagement
Effective engagement increases a community’s awareness and understanding of speed, roads and speed management, so that you can have constructive and valuable conversations in a respectful environment.
Engagement is different from consultation. It’s about creating the right environment within which to undertake consultation. Good engagement begins before consultation, it continues through the required consultation phase, and beyond any decision.
This handbook supports the Guide by providing advice, recommended approaches and examples of good engagement with communities, stakeholders and media.
The information is based on extensive community-based research, media analysis, and real-life experiences of RCAs across New Zealand.
It aims to help you harness the power of engagement in your community.
